We very rarely ever replace Ballasts on fluorescent lay-in or surface mounted light fixtures. It's too cost prohibitive, it's cheaper to replace the entire fixture.How much will it cost to change a ballast and a bulb?

Try replacing the starter first. If there is no starter, replacing a ballast is pretty simple. Just take the fixture apart to reveal the balast, get a similar one to replace it, then just connect the wires the same way.

you are all assuming it is fluorescent, which in that case it very well may be cheaper to get a new fixture. but, if it is a metal halide or high pressure sodium it would be cheaper to change the ballast.
