No light, no tanning.
If it's a 'U.L. listed' unit it will be safe enough to use
with only some of the lamps working, but better to
fix it.
Ballasts do not fail often. I'd suspect something else.
If it's been moved, those lamps may just be loose in their holders.
Try twisting them slightly to re-seat the pins in the holders.
If it's an older unit. there might be little cylindrical 'starters' as well.
Make sure that they're seated in their holders.
Ballasts do not always show exterior signs of failure.
You can look for scorching, that would be one, but it doesn't
always show.
Look carefully for loose connections.
(Power disconnected, not just switched off, while you're 'in there'.)
Unless you're confident of your ability to make safe
wiring connections, I don't recommend that you try
to change a ballast. Is it dangerous to tan when a ballast is out? How do I change the ballast? Tanning bed?
*Is it dangerous? well if you don`t die of skin cancer under your lights it sounds like you may just electrocute yourself first.
